communications equipment to notify civilians of aerial
bombardment, non-military vehicles and tents.
ICI Foundation
was awarded a sub grant of $1M to provide medical training
to the NDA and establish mobile medical clinics to be
deployed in the forward areas of the war. The NDA severely
lacked capability and assets in the area of emergency
medicine, relying instead on the scarce resources of aid
organizations operating in the South, which were rarely
active in the forward areas.The medical personnel trained
were to be placed in the forward areas in order to provide
medical attention to both civilian and military wounded
regardless of affiliation.
